Departments

The County of Essex has a number of departments working together to efficiently deliver the programs and services you rely on every day.

The Chief Administrative Officer provides support and guidance to Council, ensures that the policies and decisions made by council are followed and informs Council on all the operations of the County. All County departments and employees report to the CAO.

The Director, Legislative and Legal Services, and Clerk support the CAO and Council and are a bridge between Council and the public. This department is commonly known as "The Clerk's Department" and has a primary focus on supporting open and transparent government. The Clerk's office is responsible for:

The County of Essex provides ambulance service and pre-hospital emergency care to Windsor, Pelee Island and Essex County residents. Essex County's Emergency Management coordination is also under the portfolio of Essex-Windsor EMS and aims to raise awareness and ensures a plan is in place in the event of a natural disaster or state of emergency.

This valuable program helps find homes for adults with low incomes who need help with daily living.

The Human Resources Department is responsible for:

  • Collective bargaining
  • Health and Safety

The Infrastructure and Planning Services department manages the maintenance and construction of a road network that is more than 1,500 lane kilometres in length. It also oversees the County Wide Active Transportation System program, which promotes active living and the consistent expansion of our network of connected trails and paths. The Planning Division guides the County's growth and protects its resources by maintaining the vision laid out in the County of Essex Official Plan

Sun Parlor Home is a not-for-profit municipally owned and subsidized long-term care home with 206 beds, in private or semi-private rooms. They offer 24-hour professional nursing care complemented by a wide range of life-enrichment activities.
