Exercise Spring Day VIII: An Emergency Response to a Simulated Reportable Event Occurring at the

Detroit Edison Fermi 2 Nuclear Power Facility

Municipalities, Emergency Services, Community Partners, Provincial Departments and Private Industry to collaborate in

Regional Emergency Response Planning and Practice

 

Essex County, ON - On Tuesday, June 7 and Wednesday, June 8, 2016, various officials and staff of The County of Essex, municipalities of Amherstburg, LaSalle, Essex, and Tecumseh, as well as a large number of community partners, provincial and federal departments and representatives from private industry will participate in Exercise Spring Day VIII.

Training and exercises such as Spring Day VIII are designed to enhance individual and agency abilities across our region to respond to both natural and man-made disasters.

Exercise Spring Day VIII will involve the review and confirmation of the Town of Amherstburg Nuclear Emergency Response Plan and the supporting roles provided through that plan by surrounding municipalities, emergency services and other regional services. In addition, the exercise will include representatives from the Office of the Fire Marshal and Emergency Management, and other government agencies/ministries at all levels. 

The Exercise:

The exercise will be based upon a Reportable Event occurring at the Detroit Edison (DTE) Fermi 2 Nuclear Power facility in Monroe, MI, that might result in an unexpected shutdown of the reactor and possible controlled release of radioactive vapour into the surrounding environment.

The direct and immediate impacts of an event of this magnitude would affect at least four county municipalities (Amherstburg, LaSalle, Tecumseh, and Essex) and have an immediate short and long-term effect upon transportation throughout the region and across the international border.

Exercise participants will use a variety of technologies such as emergency notification and communications systems, the 211 Call Centre, and WebEOC, a web-based, emergency information management software system that is available for use in all local municipal emergency operations centers. The exercise, a “Table Top” format, will be conducted at the Town of Amherstburg and LaSalle (June 7) and the Essex County Civic Centre (June 8), and consist of a series of scenarios and problem presentations followed by group discussions within and between municipalities, agencies and a regional Joint Traffic Coordination Centre. Exercise “play” will occur each day from approximately 8:00 a.m. until 1:00 p.m.
