Oath of Office

Deputy Mayor

Councillor Rob Pulyk has been appointed as Deputy Mayor for the months of September and October 2021.

Delegations

Sgt. Dunsmore (via Zoom) – RCMP Detachment Vermilion Quarterly Community Policing Report – April 1 to June 30, 2021

Sgt. Dunsmore reviewed the staffing update and identified nine police officer positions with eight staffed and one vacancy. There are three detachment support positions with no current vacancies and one upcoming maternity leave.

Discussion around the three priority areas: Crime Reduction – Property Crime, Police/Community Relations – Consultations and Connections, and Traffic Enforcement. Reduction in Criminal Code Offences decreased by 20% when compared to January - June, 2020.

Discussion around the Body Worn Cameras presentation as attached in quarterly report.

New Business

Public Commentary

Mr. Brad Galamore and Mr. Murray Walford were present for the public commentary and made a presentation regarding the Vermilion Culture Fest Day.

Intermunicipal Collaboration Framework – Resolution of Outstanding Items

Council accepted an operational grant of $250.00 per cemetery for a total of $750.00 per year from the County of Vermilion River.

Council accepted a contribution to the Midtown Medical Clinic operating expenses in the amount of $5,000.00 from the County of Vermilion River for three years starting in the year 2021.

Council accepted from the County of Vermilion River $28,800.00 (all inclusive) or paid over eight (8) years at an annual cost of $3,600.00 in relation to the Vermilion Landfill Monitoring Maintenance Cost and that the Town of Vermilion will continue to monitor the wells and conduct all required reporting for the Vermilion Landfill.

Council agreed to the collaborative operating agreement for transportation and roads between the Town of Vermilion and the County of Vermilion River, established on the principles of the agreement for a duration of three years.

Intermunicipal Development Plan (IDP) – Bylaw #3-2021

Council gave first reading to Bylaw 3-2021 and will proceed with the Public Hearing scheduled for September 7, 2021.

Human Resources Policy

Council approved the Human Resources Policy for August 18, 2021 and rescinded the Organizational Structure/Hiring Policy implemented under motion 01/05/84.

Building Security Policy

Council approved the Building Security Policy for August 18, 2021.

Rail Safety Week 2021 – Proclamation

Council proclaimed September 20-26, 2021 as Rail Safety Week.

Fetal Alcohol Spectrum Disorder (FASD) Awareness Day – Proclamation

Council proclaimed September 9, 2021 as Fetal Alcohol Spectrum Disorder Awareness Day.

Committee Reports

Industrial Development Incentive Program – Balairus Fuels

Council for the Town of Vermilion pre-approved Balairus Fuels application for a maximum amount of $20,000 under the 2021 Industrial Development Incentive Program providing that specific conditions are met.
