    Flags outside Essex-Windsor EMS bases were flying at half-mast Monday in memory of Paramedic Russ Ransome, who was killed 30 years ago today with two others when an air ambulance ferrying a patient to Windsor from Pelee Island crashed shortly after takeoff. Ransome, 28, was the ambulance attendant on a Piper Navajo Chieftain that crashed into Lake Erie on June 24, 1989.

    Landlords with multi-residential units can begin applying Monday under the Ontario Renovates program for breaks to offset the cost of rehabilitating affordable units that require essential repairs or modifying affordable units to increase accessibility. Approved applicants must maintain rents at or below Windsor Essex Maximum Market Rents and own a dwelling with a minimum of three rental units that is defined for affordable rental purposes in accordance with municipal requirements.
